This seems to be in inside puppy. Not use to going out side much. It would play tug of war with him outside. Get him use to the outside environment.
For you being the trigger You could throw him good quality food from a distance as you approach him and walk right past him to start off with. Give no attention to him. As he gets comfortable with this association then reduce the distance before giving treats. Once comfortable add a one second touch and reward. They can do the same with other fiends that visit to do the same that the puppy makes that nice feeling with people.
