I think you could plan your time during one of their walks with both dogs. You can see the older dog and see if that dog is giving any signals to the puppy to respond a certain way. Also you can begin walking, at a distance, along the owner and gradually be getting closer as the owner is giving verbal praise and rewards. Start with a short walk that is maybe just the length of the driveway. Keep the safe home base in view for the pup to reduce the risk of other triggers.
When walking is the puppy freezing and not wanting to walk or pulling back home? This could be a factor on how you approach changing the behavior as well. If it is a freezing in place, try tossing yummy treats in a forward direction to get the puppy moving forward. If the puppy is just continually trying to pull back home, stand not moving and each time the pup looks back at you or the owner and away from the house you can reward and build the association that good things happen outside the house as well.
