I some what agree – because there are times the dog is left outside alone. You know how labs are… they are outside dogs.
I was also thinking that they could put the dog on a long lead. Long enough to have fun, but short enough not to reach the fence. Then over time the dog may stop from wanting to go by the fence.
Almost like a break the routine thing.
