After reading all the answers to people’s great questions I’m going to throw in two interpretations. I think there could be different reasons for hesitation at the door. If Brody’s chase game or a version of it has ever happeneded as a result of the threshold freeze…in other words if The freeze and barking got Brody more attention and got his people to come over to the door or maybe even a version of chase in the yard, this barking at the threshold may have turned into its own start button for the chase game. The reluctance to come in could also be associated with both the general unpleasantness of having his feet dried but he could also be generalizing danger from a singular event like slipping or some pain that happened in just this part of the house which you might not have noticed. Finally it is possible that there is hesitation due to the tight entrance space and presence of the other dog. Since it appeared on the video that Tim Tam has to be forced to disengage from Brody on occasion, Brody may hesitate coming in to avoid a tight spaced confrontation why Tim Tam.

I’m thinking given the background you provided, the threshold freeze is Brody’s way of getting his people to engage with him outside in a game of chase.

Am I close? And I’m interested to hear what was done to improve this behvior since it was reported it is alread much improved.
