Although I have no experience specifically with Shelties, I have had some experience with innate, predatory behaviors, including one of my own dogs whose dna says “chase cars and trucks”.
Since the behavior and intensity can vary from dog to dog, in my experience and opinion, training for and using both has come in handy. I have used engaged/disengage when I could, and for those times disengaging and focusing on me is too difficult (over threshold and focusing on car), I have used smelly treats like hot dogs to the nose and then either a scatter or a slow feed from hand close to the ground (careful not to be in dogs path should they decide to bolt). Of course there are those times when genetics are too strong and neither have worked on a dog it usually does. I hope this helps!
