I think sometimes just going to the basics and building a relationship is the way to go. I would recommend just simple engagement exercises. For example work with the dog in house and don’t ask the dog to do anything. When the dog makes their own decision to come up to person, then give a high reward treat. I would do lots of repetitions. I would work on nothing else until a good trusting relationship is formed.
