    I noticed towards the end, the pup stops blinking once she licked the hand, licked her lips and a displayed a tongue flick.

    My sister’s pup, Barkley, who is exhibiting fear, stress and anxiety is often conflicted with attention. He seeks it but makes his stress known with tongue flicks and head turns. If the person stops, he re-engages and repeats the stress signals. Sometimes it is a matter of petting his chest or butt rather than his head/face area. Other times, he seems to enjoy his face scratched. In addition to general consent for touching, I think it is important to pay close attention to where they are consenting to being touched or not.
