I think something to start with is having dog sit before going outside but also have the dog sit once he crosses the threshold. If the dog rushes through door he is already in a heighten state. You have already lost the battle. This might not address the chasing of cars directly but it will put dog in right frame of mind. Also I agree with what someone already mentioned. Don’t walk dog near cars if possible as far as management
