I am jumping in late but a lot of great ideas that align with my initial thoughts and a few I did not think of!
As the owner of dog who chases cars, I walk him when the roads are less traveled as my first line of management. Additionally I manage his attention by creating a food scatter before the car has his attention (when he is not over threshold but sometimes he gets easily aroused quicker than I can toss treats). If the scatter does not work, I put the treats right to his mouth and slow feed. This can be effective to prevent him from starting his predatory sequence, if he is only slightly aroused.
If he is over threshold- well, I just hold on!
