You gave very clear and objective reporting on the behaviors this dogs was showing in the video @Jenz! Reading your paragraph reminded me of doing ethology work with bird behavior back in my college days.
What struck me most, and would have given me the most to think about if I were working with this shelter dog, is those freezes and the instances of eye-contact connected with them.
